Officer Rutecki continued to engage the teen, asking open-ended questions in an attempt to build a connection.
As the conversation unfolded, the chief said Officer Rutecki subtly edged closer, all the while maintaining an non-threatening presence. He offered reassurance and understanding, emphasizing that help was available, the chief said.

At one point Officer Rutecki saw his opportunity. He grabbed the teen and brought her to the ground averting a tragedy.
