Warrington Hires Plumstead Administrator As Township Manager

WARRINGTON TOWNSHIP, PA — The Warrington Township Board of Supervisors voted unanimously on Tuesday to hire Angela Benner as its new township manager.

According to board chairman Michael Diorka, Benner will be stepping into her new role on August 26, coming to Warrington from Plumstead Township where she has worked as township manager since December 2019.

Benner replaces Barry Luber whose contract was not renewed earlier this year when the new board of supervisors took over the township's leadership. Luber had served as manager since 2011.

Benner will be paid $200,000 a year to manage the day-to-day administrative operations of the township. She’ll also receive a $5,000 bonus six months after starting her new job.

In addition, Brenner will be eligible for a four percent salary increase effective January 1, 2025. She’ll also receive 30 days of paid time off annually. And she’ll be allowed to spend up to 10 hours on private consulting work outside the township.

Supervisor Andrew Macaulay joined the board in voting for the appointment but criticized the compensation package as “gold plated. I certainly have no challenges with the candidate but I want residents to be aware that this will cost them $40,000 to $50,000 more than the prior township manager.”

Diorka rejected Macaulay’s characterization of the compensation package as “gold plated,” noting the prior manager was making $180,000 and had use of a $60,000 car. “Any of the other candidates we interviewed would have asked for a similar package. We wanted to be competitive with surrounding townships and we thought this was the best way to get a quality person.”

Supervisor Ruth Schemm added, “We are bringing on a very highly qualified person. This is a new era for the township and we know we have to put out a warm welcome. We also have to pay her accordingly for her skill and her experience.”

Diorka said the board plans to formally introduce Benner to the public at its next meeting in July.

Benner was born in Perkasie and graduated from Pennridge High School. She attended Delaware Valley University and graduated manga cum laude with a degree in business administration.

Before working in local government, Benner worked for First Saving Bank of Perkasie in commercial lending. In 2007, she joined New Britain Township as park and recreation coordinator. In New Britain, she helped envision and create Veterans Park. She later worked as an assistant to the manager.

In 2017 she joined Dublin Borough as borough manager, a position she held before joining Plumstead Township as manager in December 2019.

Benner has also served as the executive director of the Bucks County Association of Township Officials from 2017 to 2019 and as a member of the Delaware Valley Health Trust, the Bucks County Solid Waste Committee, the Bucks County Consortium of Managers, and the Association of PA Municipal Management.

When not working, Benner enjoys spending time at the family cabin at Lake Wallenpaupack, spoiling her nieces and nephews, attending Phillies games, playing bingo, and doing anything outdoors.
