The man was a groundskeeper at North Penn School District and was driving a school-owned van when he struck and killed the victim, police said.

Investigators said that video surveillance identified the vehicle that struck Shaw as a blue Econoline work van with a North Penn School District logo.

Police found a van matching that description, with damage consistent with striking a person, parked at the school district's facilities lot. They then tracked records that showed Shaw had been using the van.

Bail for Shaw was set at $10,000. A preliminary hearing is set for Jan. 24.
