Former Cop Convicted Of Sexually Assaulting Child In Bucks County
The former police officer was responsible for the welfare of the child, who was under 13, authorities said.

BUCKS COUNTY, PA — A Bucks County man and former police officer was convicted of sexually assaulting a child under 13 on Thursday.
Richard Michael Frank, 51, of Lower Southampton, was convicted of indecent assault, endangering the welfare of a child, and corruption of minors. Frank was previously a lieutenant with the Philadelphia Police Department.
Sentencing is forthcoming, as he must under a sex offender registration assessment first.

The incident occurred back in July and August of 2017, police said. During that time, police say, Frank was supervising the welfare of the child.
An investigation began in Sept. 2019 after a tip was received. The victim was interviewed at the Bucks County Children’s Advocacy Center, and Frank was arrested in Oct. 2019.

Upper Southampton Police Detective James Schirmer led the investigation, and the case was prosecuted by Deputy District Attorney Monica W. Furber.
