Malvern Borough Posts March 9 Zoning Workshop Presentation

Malvern Borough has posted the presentation from the March 9th public workshop on proposed updates to the Borough's Zoning Ordinance (ZO) and Subdivision and Land Development Ordinance (SALDO). Watch the Explainer Video and view the presentation
The workshop was the fourth in a series held over more than two years of community-driven planning work — including 20 Task Force meetings and input gathered from residents across multiple public sessions.
Why Now?
Malvern's Zoning Ordinance dates to 2003 and the SALDO to 2006. Following adoption of the Borough's Comprehensive Plan in 2022, Borough Council established a Task Force to bring both documents up to date — reflecting who Malvern is today and where residents want it to go.

Highlights from the Proposed Amendments
Neighborhoods — New rules limit overbuilding on constrained lots, clarify building height standards, and allow accessory dwelling units (ADUs) to help residents age in place or make a living in Malvern more affordable.
Downtown — Simplified regulations make it easier to open and run a business, favor restaurants and retail over office use, and allow complementary businesses to share space — while preserving the historic character of the town center.
Green Redevelopment District — A new zoning designation opens the door to thoughtful redevelopment of dormant parcels in the light industrial corridor, with an emphasis on sustainability, reduced truck traffic, improved stormwater management, and potential preservation of a wooded 10-acre area as open space.
Preservation & Sustainability — Stronger tree canopy protections, new pathways for adaptive reuse of historic structures, and updated design standards that give downtown a more cohesive look and feel.
What Happens Next
The Borough anticipates a Borough Council vote to adopt the amended ordinances in July 2026. Between now and then, the amendments will be reviewed by the Environmental Advisory Council, Historical Commission, Shade Tree Commission, and Planning Commission, followed by a public hearing in June.
