Delco Man Gets Prison On Child Porn, Trafficking, More Charges

CHESTER, PA — A Delaware County man will spend up to 15 years in prison for photographing and video recording an underage person during sexual encounters, then sending the photos to the victim's friends and family.
William Walker, 65, of Chester, was charged in January 2021 with the trafficking in minors, sexual abuse of a child, unlawful contact with a minor, dissemination of photographs/film of child sex acts, and more.
On Jan. 12, he pleaded guilty to dissemination of photographs/film of child sex acts, child pornography, trafficking, and recording an underage person engaged in a prohibited sex act, court records show.

He was sentenced to 7-and-a-half to 15 years in prison, as well as 25 years of sex offender status under Megan's Law.
Walker solicited sex from a 17-year-old girl, then spread sexually explicit videos of her to her friends and family.

On Jan. 8, Walker contacted the Special Investigations Unit and spoke with Detective Steve Banna to file a complaint because of damage to his vehicle that he alleged had been caused by the victim, the DA's office said.
While filing the report, Walker admitted to being sexually intimate with the victim, that he purchased things for her, and that she was under 18 years old.
Based on that information, Officer Jennifer Jones of the Chester Police Department contacted the victim to discuss her relationship with Walker.
The victim told Jones that in October last year the defendant approached her and offered to buy her "whatever she wanted" in return for sexual favors.
Authorities said the victim told investigators that from October to December last year she and Walker had multiple sexual encounters, during which the defendant would video and photograph the acts using his cell phone.
In return, Walker spent about $2,000 on the victim, the DA's office said.
When the victim attempted to break off the relationship, Walker retaliated by vandalizing the victim’s car, threatening and harassing her, and sending sexually explicit videos and photographs of the victim to the victim’s family and friends, authorities said.
Investigators got a search warrant for the victim’s cell phone, and forensic analysis of the device, as well as GPS data, corroborated the victim’s account of the defendant’s actions.
