Federal Charges Filed For Delco Man Accused Of Making Child Porn
Charles Orlando now faces federal charges in addition to charges filed in Delaware County after allegedly making child porn.

A Delaware County man accused of making and possessing child pornography is now facing federal charges after Delaware County officials filed local charges.
United States Attorney William M. McSwain announced that Charles Orlando, 41, of Aston Township, was indicted by a federal grand jury and charged with five counts of manufacturing child pornography, two counts of receipt of child pornography, and one count of possession of child pornography.
Orlando is already facing two felony counts of aggravated indecent assault of a child and five felony counts of photographing sexual acts with a child in Delaware County. His preliminary hearing on those local charges is set for Dec. 5.

The federal indictment charges him with manufacturing sexually explicit images involving two minor girls, and with receiving and possessing an additional 1,300 pornographic images of children on the Internet. The indictment charges the defendant with committing these crimes since 2011.
If convicted, Orlando faces a statutory maximum sentence of 210 years’ incarceration, a 15-year mandatory minimum sentence of imprisonment, five years up to a lifetime of supervised release, a $2,000,000 fine, an $800 special assessment, and, if found not to be indigent, an additional $15,000 special assessment.

"Manufacturing child pornography is one of the most serious charges that my Office pursues," said U.S. Attorney McSwain. "We will continue to work with our law enforcement partners to stop child exploitation, as these types of crimes affect our youngest and most vulnerable members of the community."
The case was investigated by the Federal Bureau of Investigation in conjunction with the Delaware County District Attorney’s Office and the Internet Crimes Against Children Unit (ICAC). It is being prosecuted by Assistant United States Attorney Michelle Rotella.
An indictment, information, or criminal complaint is an accusation. A defendant is presumed innocent unless and until proven guilty.
