2 Women Bring Drugs To Delco Prison On Same Day: DA

Two women are facing charges after allegedly bringing drugs to the prison on the same day in unrelated incidents for two inmates.

MEDIA, PA – Two women brought drugs to the Delaware County prison for two inmates on the same day in unrelated incidents, according to Delaware County District Attorney's office.

District Attorney Katayoun M. Copeland said Colleen Marie Davies, 37, of Newark, Delaware, and Kimberley Packard, 29, of Brookhaven, were arrested for allegedly bringing drugs into the George W. Hill Correctional Facility on Dec. 11, in two separate, unrelated incidents.

Davies was charged with contraband, a felony of the second degree, and other drug related charges.

Packard was charged with contraband, a felony of the second degree, possession with intent to deliver a controlled substance, an ungraded felony, along with other drug related charges.

On Tuesday, Dec. 11 an investigation was launched in reference to a report of contraband in the prison.

Sergeant Saleem Jones and Sergeant Richard Lynch were monitoring inmate Andrew Heverin's visit with Davies, the DA's office said.

On video, Davies was seen extending her hand balled into a fist across the table and passing an unknown object to inmate Heverin, who took the object and placed it into his mouth, the DA's office said.

Officers immediately confronted inmate Heverin, who was ordered to remove the object from his mouth, but he ignored the orders and swallowed the object, the DA's office said.

Davies later told investigators told she gave Heverin with suboxone, according to the DA's office.

Authorities also found in her car a bottle with 70 alprazolam pills, and other pills including amphetamine-dextroamphetamine, methylphenidate (Ritalin) pills, along with drug paraphernalia including unused syringes, and a straw and glass pipe filled with a white powdery substance, the DA's office said.

On the same day, authorities learned Packard was going to bring contraband to the prison for inmate Michael Santangelo, according to the DA's office.

Santangelo was found to have overdosed on heroin, which he had received from Packard when she visited him the week before, the DA's office said.

During her visit to the prison, Santangelo arrived in the visitation area and after embracing Packard in a hug, they were confronted by authorities, according to the DA's office. Santangelo and Packard were searched, however, no contraband was found on them, the DA's office said.

When Packard was advised that a search of her vehicle needed to be conducted, she said she locked her keys in her vehicle, the DA's office said.

When prison staff offered to help her in get into her vehicle, she told them the wrong color of her car and said it had been stolen from the parking lot, according to the DA's office.

Further investigation and video surveillance located her vehicle, which was different from how she described, the DA's office said.

Prison authorities searched Packard’s car and found 27 used blue wax paper bags each of which contained suspected heroin residue, 30 syringes, four preloaded syringes each containing a clear liquid, one bottle labeled nitroglycerin containing a white powdery substance, 75 clonazepam pills, in addition to other pulls including Oxycodone and Alprazolam, the DA's office said.

Both were remanded to the jail after failing to post 10 percent of $50,000. They were also ordered a drug and alcohol evaluation.

Their preliminary hearings are scheduled for Dec. 20.
