The plan prepared after deliberations by the Council Rock redistricting committee, which is tasked with shifting students from several schools in an attempt to balance enrollment across the district. It is made up of two parent representatives from each building, three building administrators, and five central office administrators. According to the district, the committee studied enrollment projections, reviewed community feedback, examined housing information and analyzed building capacity.
"The proposed plan brings each school close to average capacity for each respective level, balances enrollment at the secondary level by shifting students from the south to the north, and eliminates elementary islands. The proposed plan shifts approximately 16.5 percent of elementary student," an email from Council Rock spokeswoman Susan O'Grady said.

This is the second proposal. The first proposal, which was released in January, drew outrage from many Northampton Township residents, who said redistricting will isolate their children from the community and divide neighborhoods.
A special meeting for a school board vote on redistricting plan has been tentatively set for Dec. 13.
