Terrence Taylor had previously been probation for use or possession of drug paraphernalia, and was serving an eight month sentence in connection to violation of probation.
Family friends who had been acquainted with Taylor since childhood described him as someone who struggled with drugs, but who had a "kind heart."
Of the 25 deaths, 17 were from medical emergencies, and six were from suicide, the report states.
Authorities said that an additional $2 million of the present budget has been put toward medical services.
