The incident occurred on Saturday night, Jan. 11., at around 7:34 p.m., on the 500 block of Noble Street.
Jermaine Pierce, 37, also of Norristown, was walking with Bell toward Airy Street when they approached another group of men, including Marquan "Trey" Banks, 25, of Brookhaven, and two others, the DA said.

The groups were familiar with each other to some degree, police believe, and they stopped to greet each other. It's not clear exactly what occurred next, but eventually Banks pulled out a firearm and fatally shot Pierce, police said.
Banks and the other two men with him fled. Bell ran up to Pierce's body, searched him, and then stood up and fired shots at Bell's group as they ran, authorities said. The shots missed their targets.
Pierce was dead on the street when first responders arrived on the scene.
Banks was captured in the city Chester at around 1 p.m. Thursday inside a home. The U.S. Marshals Service, Norristown Police, Montgomery County Detectives, and Chester Police said they took him into custody without incident.
Officials booked Banks at Montgomery County Correctional Facility on first degree murder charges without bail. A preliminary hearing is forthcoming.
