KOP Robbery Suspect Dead; Officers Cleared In Shooting
The KOP robbery suspect died after being shot police, and officers involved are cleared to return to duty following an investigation.

KING OF PRUSSIA, PA — The officers involved in the fatal shooting of an armed robbery suspect in King of Prussia were justified in their use of force and have been cleared to return to duty following the conclusion of an investigation, the Montgomery County District Attorney's Office said on Monday.
The Upper Merion police officers involved in the incident had been placed on leave as the investigation commenced. Officers shot at 23-year-old Kalin Jackson of New Castle, Del. after they said he tried to run them down at the Green Parking Garage near the Court at King of Prussia on Oct. 29.
Jackson was rushed to Paoli Hospital, where he eventually died from his injuries on Nov. 7, authorities said on Monday. The coroner's report listed his cause of death as a gunshot wound to the left side of his head.

"The evidence showed that this was an armed and dangerous man who was putting the lives of innocent bystanders and Upper Merion police officers at risk," DA Kevin Steele said in a statement.
Law enforcement officers in Pennsylvania are authorized to use deadly force when "such force is necessary to prevent death or serious bodily injury to himself or (another) person," according to Section 508 of the Pennsylvania Crimes Code.

Jackson was wanted for an armed carjacking and kidnapping in Delaware, and also for an armed robbery of a woman in the same parking garage in King of Prussia on Oct. 28.
