Haynes allegedly hit 72-year-old Huiqing Jiang while he was driving his 2012 Dodge Ram 5500 flat bed tow truck, the DA said. Haynes did not stop to help Jiang but instead fled the scene, and later tried to cover up the damage the accident had done to the truck.

Police said that they investigated Haynes' paperwork and that he had also altered a Commercial Medical Certificate.
