Norristown Man Among Absconded Sexual Predators In Montgomery County

NORRISTOWN, PA — A total of five sexual offenders from Montgomery County have either absconded or have been noncompliant with

Non-compliant offenders have failed to report their address to state police as required by Megan's Law. This includes offenders who have not reported to authorities when they move, start a new job, or begin school.

Absconded offenders are noncompliant individuals who have had their case reviewed by law enforcement, who in turn determined to issue a warrant for their arrest.

Noncompliance is a felony crime in Pennsylvania.

Below is the list of missing offenders in Montgomery County:

• Joseph Daniel Byer Jr., Glenside (absconded)

• Rawn Jessie Ginyard, Horsham (noncompliant)

• Curtis Russell, Norristown (noncompliant)

• Harding Oliver, Jr., Pottstown (noncompliant)

• Mark Allan Cummins, Pottstown (noncompliant)
