She then pulled out into the intersection to cross the street, and Ortiz-Gonzalez hit her dead on.
Had Ortiz-Gonzalez been going the speed limit, Campos would have been able to clear the intersection, police said.
First responders found Campos trapped in the vehicle when they arrived. She was extracted and declared dead at the scene.
Ortiz-Gonzalez and his three passengers were all taken to the hospital for treatment of their injuries.
Ortiz-Gonzalez turned himself in to police on April 23, and he was released on $50,000 bail with the condition that he not drive.
A preliminary hearing is set for May 3.
