Northampton Authority Announces Significant Progress In PFAS Remediation Work

RICHBORO, PA — The Northampton, Bucks County, Municipal Authority (NBCMA) has released several important updates to its ongoing Navy PFAS Remediation Project, including revised construction schedules for Churchville Manor and Hillside Manor, new project maps for the upcoming Phase 3 Northampton Hills expansion, a preliminary Phase 3 construction timeline, and information regarding a new round of U.S. Navy private well sampling.

We also encourage residents who receive a well sampling notice from the U.S. Navy to participate, as those results are an important part of expanding future remediation efforts. Phase 2 Construction Progress Continues

Construction work continues in the Churchville Manor and Hillside Manor project areas, with the tentative schedule including:

• June 15 – July 8, 2026: Water services on Bustleton Pike
• June 15 – July 8, 2026: Tie-ins and testing in Hillside Manor
• July 9 – August 21, 2026: Churchville Manor Outlier service connections
• August 24 – September 4, 2026: Warwick service work (no work within the PFAS project)
• September 8, 2026 – January 22, 2027: Churchville Manor service connections
• Beginning January 25, 2027: Northampton Hills construction begins

Following completion of Northampton Hills, crews will return to Churchville Manor, followed by Hillside Manor and Hillside Manor to complete the outlier properties. As originally anticipated by NBCMA's engineering consultant, Pennoni, each awarded construction contract is expected to require up to two years, with substantial completion targeted for early 2028.

Phase 3: Northampton Hills Moving Forward

NBCMA has also posted new maps identifying properties included in Phase 3, the Northampton Hills Water Main Extension Project. Funded by the U.S. Navy, Phase 3 will expand public water service into the Northampton Hills neighborhood through the installation of approximately:

• 9,000 linear feet of 8-inch water main
• 9 fire hydrants
• 40 valve boxes
• Up to 110 new water service connections

The project was awarded to DOLI Construction Corporation on March 4, 2026, and NBCMA has already held a public information meeting for affected residents. The U.S. Navy has indicated that connection offer letters will be mailed in the near future, although specific dates have not yet been announced.

Preliminary Phase 3 Construction Schedule
NBCMA's preliminary tentative construction schedule includes:

• October 5, 2026 – January 22, 2027: Installation of the main water line by L&N Zimmerman
• January 25 – February 12, 2027: Tie-ins, fire hydrant installation, and system testing
• February 15 – April 20, 2027: Outlier service connections
• April 21 – July 21, 2027: Neighborhood service connections (final sequence to be announced)

Upon completion of Phase 3, construction crews will return to complete remaining work in Churchville Manor and Hillside Manor.

Navy Conducting Additional Private Well Sampling

NBCMA is also encouraging residents to be aware of a new U.S. Navy private well sampling initiative. The Navy has begun mailing notices to property owners within a designated investigation area near the former Naval Air Warfare Center (NAWC) Warminster. Any resident located within the designated sampling area is eligible to receive their well tested and is encouraged to participate in the sampling program. This information helps identify additional properties that may qualify for future remediation efforts. The mailer is available on the NBCMA website.
