Collegeville to Review LED Bulletin Board Ordinance

At Collegeville Borough Council's October meeting, manager Geoffrey Thompson announced that the borough is looking into strengthening its billboard ordinance.

"Municipalities in Montgomery County have been getting challenged by a billboard company that wants to put up LED billboards in municipalities," said Thompson. "They see that a municipality either doesn't have a board ordinance, or has a weak one, and they challenge the ordinance to put the billboard up."

Citing this issue in Ambler and Phoenixville Thompson asked solicitor Mark Hosterman to look into the issue.

Hosterman said that the solution to this issue goes beyond Collegeville Borough.

"Because Collegeville is part of the Central Perkiomen Valley Regional Planning Commission (CPVRPC), it ads another layer to the whole matter," said Hosterman.  "In addition to proposing language, I would like to get the planning commission involved because they're the contract planner for the Borough of Collegeville."

The CPVRPC includes the boroughs of Collegeville, Trappe, and Schwenksville, and the townships of Lower Frederick, Upper Frederick, Perkiomen and Skippack,

Hosterman said that, while the borough currently has a billboard ordinance, it is not as strong as it could be. 

"I took a look at the ordinance, it could use some strengthening from what I see," said Hosterman.  "It's better than not having an ordinance, though -  that's for sure."
