PA State Troopers Stopped Driver For Speeding Before Fatal Crash

PHILADELPHIA, PA — New details on the deaths of two Pennsylvania State Police troopers and a pedestrian have emerged, as the woman charged with driving under the influence was pulled over by the men she is accused of later killing before the crash occurred.

According to NBC10, Pennsylvania State Police Troopers Martin Mack and Branden Sisca stopped 21-year-old Jayana Tanae Webb for speeding on Interstate 95 south in Philadelphia Monday morning.

Dashboard camera footage from Mack and Sisca's vehicle showed they stopped Webb before the crash.

Mack, 33, and Sisca, 29, were with Webb for less than a minute before they were dispatched to another part of the highway near the Philadelphia sports complexes for a report of a pedestrian on the road, Fox 29 reports.

The two troopers found the pedestrian, later identified as 28-year-old Reyes Rivera Oliveras of Allentown, and while they were putting him in their vehicle, they were struck by a speeding vehicle driven by Webb, authorities said.

Mack and Sisca were thrown over the median and onto the northbound lanes of I-95, according to authorities.

"Looking at at least three down, uh, one trooper, two troopers down," the 911 dispatch audio says according to NBC10.

When backup arrived, troopers found witnesses giving CPR to the victims, but they were pronounced dead at the scene.

Authorities said Webb remained at the scene after the crash.
