Parents Charged After Pittsburgh-Area Children Found Living In Filth
The parents of two Pittsburgh-area children were arrested after being found in deplorable conditions, police said.
MONESSEN, PA — Two Monessen parents were arrested after police performed a welfare check and found their twins living in what was described they described as "deplorable" conditions.
Jerimiah Roberts and Felicia Dugan were charged with endangering the welfare of children, whom police said are approximately two years old. They now are staying with relatives.
According to court documents, when officers arrived to perform the welfare check, they found the children asleep and clad in diapers. They also found feces and food on the floor. The room was filled with fleas and flies.

An officer also discovered bite marks of an undetermined origin on the faces of both children.
According to police, the children were unclean and the second floor where they slept smelled like feces.

Robert and Dugan are being housed in the Westmoreland County Jail. They face a preliminary hearing next week.
