Driver Charged With Third Degree Murder In 422 Racing Crash; Second Driver Sought: DA
The men displayed a "sheer indifference to the value of human life" while racing at speeds in excess of 120 miles per hour on Route 422.

One of the drivers in a fatal racing crash on Route 422 in February has been arrested and charged with third degree murder, and authorities have identified a second driver, the Montgomery County District Attorney's Office announced Thursday.
Shone Santiago, 22, was arrested for his involvement in the incident which took place just after midnight on Feb. 4. Santiago, who later tested positive for marijuana at the time of the crash, ran his BMW through a guard rail on 422 in West Pottsgrove and launched off the roadway down a ravine. While Santiago was extracted and rescued by first responders, his passengers were all killed: Anthony Rodriguez, 23, Marissa Kelly, 20, and Kelly's unborn child, the DA's office said.
Santiago was racing a second car driven by Evaughn-Sha Walters, 21, of Washington, D.C., at the time of the crash, police said.

Santiago was traveling at least 121 miles per hour when he crashed, according to police reports. The speed limit on that section of 422, which is a work zone, is 40 miles per hour.
"A murder charge is not the typical charge in a vehicular homicide," said District Attorney Kevin Steele. "But the sheer indifference to the value of human life and the recklessness displayed by these defendants rose to that level."

An investigation further revealed that Santiago and Walters had also raced about an hour before the fatal crash on Route 100 nearby. A cell phone video of the race showed the speedometer in Walters' car reaching 140 miles per hour.
Authorities are asking for the public's help in finding Walters. He is described as a black male, standing 6 feet, 3 inches tall and weighing 175 pounds. He drives a white Toyota Camry with a gold hood, roof, and rims, police said. His car has a Washington, D.C. license plate.
