Delco Man Killed Woman By Running Her Over With Truck: DA

Murder and related charges have been filed against a Chester man after authorities said he ran over a woman twice, killing her.

TINICUM, PA — A murder and related charges have been filed against a Delaware County man accused of running over a woman with a truck.

District Attorney Kat Copeland and Chief Stephen Edmiston of the Tinicum Township Police Department announced the arrests of Daniel Williams, 36, of Chester.

Williams is accused of killing Shantel Harmon, 26, by striking her with his pickup truck and then again running her over on Aug. 22 near the Sunoco gas station at 15 Industrial Highway in Tinicum, according to the DA's office.

Williams is charged with felony criminal homicide, felony first-degree murder, and felony two counts of aggravated assault, and felony accidents involving death or personal injury. He also faces possession of an instrument of crime, recklessly endangering another person, and related charges.

At about 8:54 p.n. on Aug. 22, Tinicum Police were called to the Sunoco for a report of a motor vehicle crash and possible hit-and-run.

Police on scene saw the entire front of the Sunoco Service Station store was destroyed.

Two female women, one who was later identified as Harmon, were on ground in the front of the store, suffering from significant injuries, the DA's office said.

Both were taken to Penn Presbyterian Hospital Trauma Unit, where Harmon was pronounced deceased, and the other woman was treated for her injuries.

Police investigation, surveillance cameras, and witness interviews showed that Harmon was observed running through the parking lot towards the front of the store while screaming.

Harmon was then struck by a Nissan pickup truck, allegedly being driven by Daniel Williams, the DA's office said.

According to the DA's office, Williams then backed the truck up then drove forward, crashing through the front of the store, and again running over Harmon while also striking the second woman.

Williams fled the scene in the truck, the DA's office said.

A witness saw Williams' pickup truck flee the scene, and followed it to the City of Chester as they called 911 and gave a description and tag number of the truck, according to the DA's office.

Officers from neighboring departments arrived and saw the pickup truck parked in an alley on the 500 block of East 8th Street in Chester, the DA's office said.

The pickup truck had heavy front-end damage with blood on the passenger side of the car.

With the help of the Ridley Township Police Department K-9 Unit, police found Williams in the area hiding under a vehicle and was taken into custody, according to the DA's office.

He was taken to Chester Crozer Medical Center for evaluation and while being treated, a Visa card in the name of Shantel Harmon was found inside his wallet, the DA's office said.

Williams was arraigned today before Magisterial District Judge Michael A. Burns and his preliminary hearing is scheduled on Sept. 9.
