The Right to Education Task
Force was created in 1972 as part
of the P.A.R.C. Consent Agreement that provided for a free,
appropriate public education for children with mental retardation. According to
the PARC Consent Degree the LTF has to include 51% parents, a school personnel,
The Arc, a representative from The Office Of Behavioral Health, The Office Of
Intellectual Disabilities and a liaison from a Delaware County School District.
In 1975, the Right to Education was extended by State regulations to include
learning disabilities, physical handicaps, emotional difficulties and hearing,
visual, speech, and language impairment. The purpose of the Local Task Force is
to assist in improving education for all school-age children with special
needs.
The Delaware County Local Task
Force (LTF) is dedicated to
improving Special Education services to eligible students in Delaware County by
making recommendations that assist in improving, strengthening, expanding,
monitoring programs and services for school age children with special needs. The Delaware County LTF provides assistance
to families who are experiencing an issue in their efforts to ensure their
children receive a free, appropriate public education. The LTF provides training, identify local
needs and problems, make recommendations to the State Task Force, assist the
School District’s Administration in carrying out the rules and regulations
growing out of the PARC Consent Agreement, monitors parents’ satisfaction with
their District and provide parent information on local, regional, state school
and community based special education services, workshops, and informational or
