Speed humps delay EMT. ambulances, and fire equipment to the extent that people die from heart attacks and strokes, and houses burn down in the minutes lost in response times.
Speed humps are part of "traffic calming," an insidious and dangerous technique promoted by PennDOT, local governments and regional planners as a means to control all those maniac speeders who blast through neighborhoods recklessly. Towns hate to deal with complaints from residents, so they use speed humps, chicanes, round-a-bouts, lane narrowing, too-low speed limits and illegal stop signs to discourage people from driving, and to placate the busybodys. Because that's the real reason for "traffic calming." The Elites don't want anybody (except themselves, of course) to drive those polluting urban-sprawl causing climate destroyers, so they want to make driving as unpleasant and time consuming as possible. Don't you know that you should walk, bicycle, or ride transit?! It's for the good of the planet!!

"Calming" causes excess air pollution from cars slowing and accelerating; causes wear and tear on car suspensions; and causes extreme pain to people with back ailments and pain and discomfort to the elderly. The majority of your neighbors do not want "traffic calming."
Speed humps and other "calming" devices are not regulated under the Vehicle Code, PA Title 75. On purpose: so that towns can decide, at their whim, to install these things, in spite of the fact that not one life has ever been saved by "traffic calming." People have died because of "traffic calming," however.
