Fatal Shooting Captured In Surveillance Footage: Bucks Co. DA

Video shows Liam Hughes of Levittown killing two men outside the Steam Pub in Upper Southampton Township on Oct. 7 and then calling 911.

UPPER SOUTHAMPTON TOWNSHIP, PA—Surveillance footage of the fatal shooting of two men in the parking lot of the Steam Pub released by the Bucks County District Attorney's Office shows how the incident unfolded and the 911 call by the shooter saying he "had to do it."

Liam Hughes of Levittown and a friend were returning to Hughes’ car on the night of Oct. 7, after leaving the Steam Pub, 606 Second Street Pike, Southampton, when a group of men gathered near his car and confronted and attacked him.

Surveillance footage shows a group of men lingering in the parking lot and not moving when Hughes requested them to move away from his car, which was parked next to the group's SUV, around 11:30 p.m. Friday, Oct. 7.

Hughes and Raymond Farrell, 28, of Philadelphia are seen on the video arguing before Steven Panebianco, 30, of Bensalem throws a punch at Hughes.

That led to more punches by both men. A third man Michael Michell, 24 of Philadelphia, is seen in the video obtained by Patch punching the victim at least four times in the head during the attack.

During the fight, Hughes reached for his gun and fired eight times, said Bucks County prosecutors, who ruled Thursday that the shooting was justified and that Hughes was acting in self-defense.

The video shows Farrell falling to the ground between the cars and Panebianco and another man, Richard Bowman, 24, of Philadelphia, running away from the vehicles into the parking lot.

Both fall to the ground with Panebianco sitting up for several seconds before collapsing on his back.

Panebianco and Farrell were both killed while Bowman suffered a gunshot wound. Michell was not shot during the incident, according to prosecutors.

After the shooting, Hughes is seen jumping over Farrell and walking near Panebianco and Bowman before calling 911.

"These people were jumping me. I just shot three people. I had to. I had to," Hughes tells a dispatcher. "They were going to piss on my car. I told them not to. I told them to back away."

The dispatcher asks Hughes for details of the shooting and where the victims are.

"They are on the ground right now bleeding," Hughes responds. "I need a medical team right now."

The dispatcher tells Hughes to stay on the phone with him, put the gun on the ground, and step away from it. He tells Hughes to "be careful" and to "listen to instructions when the police arrive.

"Yes sir, yes sir," Hughes responds before the 911 call ends when the police arrive.
