Upper St. Clair High School Renovations Can Proceed

Township commissioners sign off on the $16 million capital improvement plan.

UPPER ST. CLAIR, PA - Construction is slated to begin in the spring on the Upper St. Clair’s ambitious $16 million capital improvements plan after the district cleared one of the project’s few remaining hurdles.

Township commissioners have signed off on a conditional use request-final land development approval that the district had requested. That will enable the district to build an eight-lane pool at the high school; construct a high school stadium multi-use complex and add a new structure to the Boyce Athletic Field facilities. The district also will remove a pedestrian bridge at the high school and repave the high school parking lot.

At a public hearing last month on the project, Charles Hokan of Blairmont Drive asked commissioners to deny the request, township documents indicate. Hokan expressed concerns that the renovations would obstruct the view from his home and lower his property values.

David McLean of McLean Architects acknowledged that the project will obstruct the views that nearby homeowners have had, but indicated the far horizon would remain visible when work is completed, according to township documents.

The renovations are expected to be completed by the start of the 2019-20 school year. To pay for the projects, the district plans a 0.15-mill tax hike next year and a 0.16-mill tax hike in 2019-20.
