New Tax Collector Starts In Warminster
Nicole Rinier replaces Barbara Loftus, who retired after serving 25 years in Warminster Township.

WARMINSTER TOWNSHIP, PA —She has big shoes to fill.
Nicole Rinier is filling the role of the township's new tax collector, replacing the retired Barbara Loftus, who served 25 years and developed a reputation for getting residents to pay their taxes a lot faster than tax collectors in other municipalities.

Loftus would often come before the Warminster Township Board of Supervisors stating that her tax collection rate was somewhere in the 90-plus percent range —and it was only early fall.
But now it's Rinier's turn.

Rinier served as the chief of staff for State Rep. Brian Munroe, a former Warminster supervisor now going into his second term representing Warminster in the 144th Legislative District.
"Farewell and good luck to my Chief of Staff Nicole Rinier as she embarks on a new journey as Warminster’s new tax collector," Munroe said in a Facebook post. "Nicole has been with me from the start."
Munroe said Rinier was in place before he had staff, an office location and furniture for that office but still served constituents.
"We hired a multitude of fantastic people, who have handled over 1,000 cases per month," Munroe said. "Nicole’s excellent organizational skills have led to very high quality control and a personal touch to all of our outreach. I know Warminster is getting a fantastic tax collector, because I’ve seen her in action these last two years.The position of tax collector is not just collecting taxes, It’s helping people save money and giving them excellent constituent services."
Rinier is a lifelong township resident and William Tennent High School graduate. She received a bachelor's degree from Temple University’s Tyler School of Art, and both a Master of Public Policy and a Master of Business Administration degree from Brandeis University.
Rinier brings to the role her many years of public service experience.
In addition to her work and volunteer experience, Rinier earned the Pennsylvania’s Qualified Tax Collector Certification, issued by the Pennsylvania Department of Community and Economic
Development (DCED).
"I know Nicole has big shoes to fill, following Bobbie Loftus. But if anyone can do it, it’s Nicole," Munroe said.
Loftus had a track record of bringing in collections to fill the township's coffers.
In 2022, Loftus mailed out 10,400 bills to collect taxes of $8.2 million as of March 1. By November, she had hit a 94 percent collection rate and had 123 residents and $86,000 left.
