Shenandoah Woods Getting $1.5M Grant For Revitalization
U.S. Congressman Brian Fitzpatrick secured the grant to turn the old Navy site into a Warminster Township community park.

WARMINSTER, PA —The township is getting a $1.5 million grant to revitalize Shenandoah Woods and transform it into a new community oasis.
U.S. Congressman Brian Fitzpatrick (PA-1) has secured the grant for Warminster Township and the Bucks County Redevelopment Authority’s Shenandoah Woods Improvement and Revitalization Project.
This federal investment, part of the FY23 Consolidated Appropriations Act, was championed by Fitzpatrick as part of a broader effort to direct federal resources to key projects and programs that directly benefit Pennsylvania’s 1st Congressional District.

“We are excited to receive the $1.5 Million Community Project Fund Grant for the Shenandoah Woods Improvement and Revitalization project," Redevelopment Authority Chairman Ralph DiGuiseppe stated. "This funding marks a significant step in our partnership with Warminster Township to transform the formerly blighted and abandoned housing site into a vibrant, sustainable community park. The revitalization of Shenandoah Woods will not only enhance the quality of life for Warminster Township and its neighboring communities but also bolster the economic and social vitality of Bucks County. We are deeply grateful to Congressman Fitzpatrick and all our partners for their continued support of this vital project.”
Fitzpatrick’s leadership in securing the grant delivers vital momentum to the decades-long effort to transform the blighted residential site, abandoned by the Navy Department, into a thriving community asset.
The Bucks County Redevelopment Authority will integrate this revitalized area into the expansive 243-acre Warminster Community Park, establishing a premier destination for residents.

The park will feature scenic walking trails, lush nature areas, modern playgrounds, pavilions, picnic spaces, a serene pond, restrooms, ample parking, and state-of-the-art soccer fields—creating a vibrant space for the community to gather, engage, and reconnect with the great outdoors.
“This project represents a transformative opportunity to breathe new life into an abandoned site and create a dynamic community space that will serve as the heart of Warminster Township for generations to come," Fitzpatrick said. Through the Community Project Funding Request process for the 118th Congress, which was included in the Fiscal Year 2024 budget, Fitzpatrick has secured more than $27.5 million in funding for 14 transformative community projects that will directly benefit First District constituents. Additionally, Fitzpatrick secured over $19 million in CPF Funding for 13 projects in FY23 and over $6.6 million in CPF funding for 10 projects in FY22.
Shenandoah Woods Improvement and Revitalization Project Background:
The Bucks County Redevelopment Authority and the Warminster Planning Commission designated the vacant development as a blighted area in 2011 due to its inadequate planning, poorly designed street layout, and economically unviable land use.
In 2021, the Redevelopment Authority and the township acquired the 55-acre site from the U.S. Navy, which previously housed a military complex for the Willow Grove Naval Air Station Joint Reserve Base, consisting of 199 townhouse units until its abandonment.
Approval for the demolition of Shenandoah Woods was granted in 2012, paving the way for its revitalization.
