According to the congressional National Surface Transportation Policy and Revenue Study Commission, potholes can be caused when water freezes, then thaws. According to the group, 27% of major urban roads are deemed substandard, providing unacceptably rough rides for motorists, and only 31% are deemed to be in good condition.
