RI Man Sends Sexually Explicit Videos To 11-Year-Old NJ Girl: Feds

Prosecutors say Jeffrey Lock Slinn, 42, used various online accounts to communicate with several underage girls.

WARWICK, RI — A Rhode Island man is in federal custody after he attempted to entice an 11-year-old New Jersey girl to engage in sexual activity, U.S. Attorney Zachary Cunha said Monday.

Jeffrey Lock Slinn, 42, of Warwick, was arrested Thursday and was charged with attempted enticement of a minor and transfer of obscene material to a minor.

According to court documents, Slinn used various online accounts to communicate with several underage girls. Beginning in July 2023, Slinn exchanged sexually explicit messages with an 11-year-old New Jersey girl, prosecutors said. Prosecutors said Slinn attempted to get the girl to engage in sexual conduct, and he exchanged sexually explicit photos and videos with her.

As of Monday, Slinn remains detained in federal custody, prosecutors said.

The arrest came after a joint investigation involving the FBI, the Ocean Township, New Jersey, Police Department, and the Warwick Police Department.
