Charlestown Man Charged with Rape on URI Bay Campus
Angelo E. Fraley was arrested at his home on Wednesday after a University of Rhode Island police investigation.

A 22-year-old Charlestown man has been charged with raping an 18-year-old woman this summer at the University of Rhode Island’s Bay Campus in Narragansett.
Neither the accused, Angelo E. Fraley, of 121 Old Shannock Road, or the victim have any ties to the university, according to a URI news release.
URI police investigated the crime, which occurred on June 30 in a secluded area on the campus, said Director of Public Safety Stephen Baker.

Fraley was arrested at his home by URI and Charlestown police on Wednesday without incident following an investigation that began when the victim first reported she was raped to Narragansett police.
Narragansett police turned the case over to URI police once it was determined that the assault occurred on school property.

URI Police Lt. Michael Chalek and Officer Michael Flanagan investigated the alleged assault and interviewed the victim and several witnesses within days of her complaint.
Police obtained evidence that was submitted to the state Department of Health’s forensic laboratory.
Fraley was arraigned in Fourth Division District Court on one count of first-degree rape. He is being held without bail at the Adult Correctional Institutions, the state prison, in Cranston pending a Sept. 16 bail hearing.
