High-Level Sex Offenders in Narragansett, South Kingstown 2015

Narragansett has one Level 2 offender; South Kingstown has five Level 2 offenders and two Level 3 offenders.

There are eight high-level sex offenders living or working in Narragansett and South Kingstown.

The Level 3 designation is reserved for the most severe offenders, according to the state’s Sex Offender Community Notification Unit. These types of sex offenders pose a ”high risk” to reoffend. Level 2 offenders have a “moderate” risk to reoffend. They are not wanted by police—and it’s illegal to use the following information to commit a crime or engage in any discrimination or harassment against an offender.

  • Brett Black, 34, of 6 Emma Lane. He was convicted of unlawful sexual contact on a woman who was 27 at the time.

South Kingstown has five Level 2 offenders and two Level 3 offenders.

  • Linda Dolloff-Newsome, 46, of 1933 South County Trail. Level 2 offender. Convicted of second-degree child molestation. The victim was a 7-year-old girl known to her.
  • Thomas Exley, 54, of 139 Spartina Cove Way. Level 2 offender. Convicted of sexual assault on a 17-year-old girl.
  • Andrew Potter, 37, of 128 Pond St. Level 2 offender. He was convicted of second-degree child molestation against a 4-year-old girl and a 7-year-old girl.
  • Steven Smith, 34, of 290 Church St. Level 2 offender. Convicted of third-degree sexual assault against a 15-year-old girl.
  • William Webster, 55, of 133 Orchard St. Level 2 offender. Convicted of child pornography possession.
  • Aaron Richardson, 37, of 87 Spring St. Level 3 offender. He was convicted of first-degree sexual assault against a 19-year-old woman. His probation expires in 2020. He’s required to register as a sex offender for life.
  • Richard Roth, 67, of 128 Pond St. Level 3 offender. He was convicted of 1st and 2nd Degree Child Molestation. Victims were 7, 8 and 10 year old males known to the offender
