Man Runs Away From Police After Attempting To Start A Fight

Luis Victor Pagan, 30, of 273 High St. in South Kingstown, was arrested on July 30 at 12:59 a.m. on charges of disorderly conduct and resisting arrest.

The police were approached by a witness, who said that while in the Coast Guard House, Pagan had tried to start a fight with him. Pagan came up to the witness while police were speaking with him and allegedly said, “not so tough now, huh?”

At this, the police asked Pagan to leave the area immediately. According to reports, Pagan took three steps on Ocean Road while continuously staring at the witness. Police informed him again that he must leave immediately. He then reportedly took "6-inch baby steps." Police informed him for the third time that he must leave the area. According to police, Pagan began walking and stopped about 50 feet away and began staring at police. The officers present reported he yelled obscenities multiple times raised his middle finger at them.

Accordingly to reports, when police approached Pagan and told him he was under arrest, he took off running down Ocean Road. Police caught up with him and ordered him to put his hands behind his back. Pagan allegedly continued to struggle, flailing both of his arms as he attempted to flee. Even after police brought him facedown to the ground, Pagan reportedly had both of his arms tightly underneath his chest. According to reports, four officers were needed to remove Pagan’s arms from underneath his body. He was brought to headquarters and processed without further incident. 

Providence Man Gives Police False Name

Mariano Geovany Chacaj Lacan, 28, of 63 Union Ave. in Providence, was arrested on July 31 at 5:39 p.m. on charges of driving without a license and obstructing an officer.

Police pulled Chacaj Lacan over after noticing that his vehicle had New Hampshire license plates but had a RI inspection sticker. Police also noted that the registration stickers on the plates were expired. Chacaj Lacan informed police that his name was Kevin Chacaj Lacan and that he did not have a driver’s license or any identification at all and that he was test-driving the vehicle before he bought it from a friend of his. He allegedly told police that a friend gave him the plates to use.

Police arrested Chacaj Lacan and took him to headquarters where he continued to state that his name was Kevin and that Mariano was his brother. After doing a fingerprint check, his identity as Mariano was confirmed and he was transported to the ACI.
