Unless otherwise noted, information about the following incidents was supplied by the South Kingstown Police Department. An arrest does not  indicate a conviction.

Charlestown Man Charged With DWI; Guns Found In Car

Jon A. Lachappelle, 67, of 76 Biscuit City Road, Charlestown, was arrested on May 20 at 5:50 p.m. and charged with driving under the influence, first offense, BAC unknown, refusal to submit to a chemical test,
and carrying a weapon while intoxicated.

According to reports, Lachappelle was stopped near Ministerial Road for erratic driving and suspicion of drunken driving. After he failed preliminary sobriety tests and was asked to exit his Ford Escape, police said they noted an empty gun holster around his hip.

Lachappelle denied having any weapons in the car, but after police searched his SUV, they found three spent .45 caliber ammunition casings on the floor and a loaded Smith & Wesson .38 caliber revolver behind the front passenger seat, in addition to an open jug of white wine and two nips of vodka in the center console.

He was arraigned in Fourth Division District Court on May 24.

SK Man Charged With Heroin Possession

Mitchell R. Kenyon, 31, of 500 Waites Corner Road, Apt. 0287, was arrested on May 23 at 9:07 p.m. and charged with possession of
heroin.

Police said they seized syringes and other drug paraphernalia from the
scene.

He was arraigned in Fourth Division District Court on May 24 and
released on $10,000 personal recognizance.

Local Man Arrested On Multiple Theft Charges

David G. Stoll, 44, of 115 MacArthur Boulevard, was arrested on May 14 at 3:30 p.m. and charged with two counts of shoplifting and two
counts of fraudulent use of a credit card.

According to police reports, identified Stoll shoplifting two bottles of vodka from Geaber’s Liquors on Old Tower Hill Road in a surveillance video. Stoll allegedly admitted to the theft when confronted.

Stoll also allegedly admitted to stealing a credit card from a 54-year-old woman to purchase $19.32 worth of merchandise from Sweeney’s Package Store on May 5 and then to make a purchase at Fat Belly’s Restaurant in the amount of $73.17 the same day.

Stoll will be arraigned in Fourth Division District Court on May 31.

Domestic Charges

• Wayne J. Bernier, 20, of 373 High St., Apt. 1, was arrested on May 16 at 1:22 p.m. and charged with domestic vandalism after he allegedly slashed the tires on his ex-girlfriend’s car. The damage was
  estimated to cost $100 to repair. Bernier was to be arraigned in Fourth Division District Court on May 23.
• Ezra A. Baer, 31, of 36 Pond Meadow Road, Charlestown,
  was arrested on May 20 at 1:33 a.m. and charged with domestic assault. He will be arraigned in Fourth Division District Court on May 31.

Caught Driving Without A License

• John F. Satalino, 23, of 55 Bayberry Road, Narragansett, was arrested on May 17 at 5:15 p.m. and charged with driving with a suspended license. He will be arraigned in Fourth Division District Court on May 31.
• Patrick F. Nee, 58, of 45 Victory St., was arrested on May 19 at 11:42 a.m. and charged with driving with a suspended license after he was involved in a two-car collision on Kingstown Road with no serious injuries. Nee will be arraigned in Fourth Division District Court on
  May 31.
• Dennis Michael Kenyon, 23, of 38 Sagamore Drive, Charlestown, was arrested on May 20 at 9:37 a.m. and charged with driving without a license. Police said he was also wanted for a Superior Court Bench Warrant as well. Kenyon was unable to produce $963 for bail and was transported to the Adult Correctional Institution in Cranston. He was arraigned in Fourth Division District Court on May 21.

Drunken-Driving Charges

• David M. Cihat, 41, of 142 Whitford St., was arrested on May 18 at 1:56 a.m. and charged with driving under the influence, third offense, BAC unknown, a felony, and refusal to submit to a chemical test. He was arraigned in Fourth Division District Court on May 18.
• Maryellen Smith, 46, of 308 Saugatucket Road, was arrested on May 16 at 5:27 p.m. and charged with driving under the influence, first offense, BAC unknown, and refusal to submit to a chemical test. According to reports, Smith allegedly backed into another car as she was leaving the McDonald’s parking lot on Old Tower Hill Road. The driver the car that Smith allegedly hit called police and reported she believed Smith was intoxicated and was concerned about Smith’s 9-year-old son, who was riding in the truck with her. Smith was arraigned in Fourth Division District Court on May 17.
• Patrick J. Bodell, 23, of 54 Spencer Court, Wakefield, was arrested on May 15 at 12:24 a.m. and charged with driving under
  the influence, first offense, BAL unknown, and refusal to submit to a chemical test. Bodell was arraigned in Fourth Division District Court on May 24.
• William F. DiMaio, 22, of 26 Linden Court, North Kingstown, was arrested on May 19 at 2:36 a.m. and charged with driving under the influence, first offense, blood-alcohol level greater than .15, and reckless driving. According to reports, DiMaio was driving 102 miles per hour on Route 1 South. After failing a field sobriety test, DiMaio was transported to South Kingstown Police headquarters on Kingstown Road, where he registered a blood-alcohol level of .185 and .190. He will be arraigned in Fourth Division District Court on May 31.
• Alan E. Skiffington, 47, of 180 Allen Ave., was arrested on May 20 at 1:23 a.m. and charged with driving under the influence, first offense, BAL unknown, and refusal to submit to a chemical test. He will be arraigned in Fourth Division District Court on May 31.
• Tammy L. Morgan, 41, of 1573 Shannock Road, Charlestown, was arrested on May 22 at 10:25 p.m. and charged with driving under the influence, first offense, BAL unknown, and refusal to submit to a chemical test, after she was involved in a single-car accident on Route 1 North near Matunuck Beach Road. She will be arraigned in Fourth Division District Court on June 7.

Arrested On Warrants

• Emmeline J. Westcott, 29, of 7 Twinleaf Trail, Narragansett, was arrested on May 17 at midnight on a bench warrant issued from Fourth Division District Court. She was arraigned later that day.
• Robert E. Tisdale, 46, of 317 Wolf Rock Road, Exeter, was arrested on May 23 at 11:50 p.m. on a bench warrant from Fourth Division District Court for failure to appear for a payment review. He was arraigned in Fourth Division District Court on May 24.

Town Ordinance Violations

• Kevin J. Leaf, 54, of 29 Harrison Ave., was arrested on May 15 at 5:32 p.m. and cited for a leash law violation after a neighbor complained his pit bull was continually running loose around the
  neighborhood. Leaf was arraigned in Fourth Division District Court on May 24.
• Julian D. Jarmoszko, 22, of 81 White Falls Trail, was cited on May 14 at 10:50 a.m. for a leash law violation after a neighbor complained her dog was injured after Jarmoszko’s dog was loose in the neighborhood. Jarmoszko was arraigned in Fourth Division District Court on May 24.

42-Year-Old Man Charged With Buying Alcohol For Youths

Timothy A. Ulmschneider, 42, of 24 Sunset Ave., was arrested on May 14 at 11:19 a.m. and charged with procurement of alcohol for a minor, and simple assault, after he turned himself in to police. He was scheduled for an arraignment in Fourth Division District Court on May 24.

Juvenile Arrests

• Two South Kingstown juveniles, a 14-year-old boy and the other a 12-year-old boy, were arrested on May 18 at 1:40 p.m. and charged with possession of marijuana, first offense, after a teacher found the boys with marijuana and a glass pipe. The incident was referred to the juvenile division.
• Two juveniles were arrested on May 20 at 7:41 p.m. on charges of vandalism after a fight broke out between four boys at the Lighthouse for Youth center on Liberty Lane. A 15-year-old South Kingstown boy and a 12-year-old North Providence boy were charged
  for being outwardly rude and volatile toward both police and the center’s staff. Both boys will be arraigned in state Family Court.
