Newport's Danger to our Water Reservoir Foot Path [Local Voice]

Has anyone noticed the new break water and foot path that has been built around the water reservoir, accross from Easton's beach? 

Could there be anything more dangerous and inconsiderate than to allow people with their dogs the possibility to drop feces around our drinking water supply?

Please contribute a "common sense" approach. (a phrase concocted by the President, and mimicked by others to justify their cause) why this would be for "the greater good" of Newport residents.
