Miller reportedly was lying down on the sidewalk, throwing personal items and screaming expletives to bystanders and police by the time police arrived.
That was about when Miller got up and then ran to the police cruiser and leaped inside.
Miller was calmed down by police and taken into custody, but she remained calm only briefly. She was transported to Newport Hospital where she allegedly was uncooperative and aggressive towards staff and the behavior continued as she was eventually brought back to headquarters.
Miller was processed and held overnight for arraignment in Newport District Court on Wednesday.
