Falmouth Wind Turbine Population Eradication
Hidden letters, memos, omissions and documents show clear record of a population eradication solution for wind turbine installations

The Massachusetts Department of Environmental Protection in collaboration with the Massachusetts Department of Public Health under the direction of former Governor Deval Patrick convened a panel of independent experts to identify any documented or potential health impacts of risks that may be associated with exposure to wind turbines. The study was released in 2012.
The appointed panel members of the MassDEP 2012 Wind Turbine Health Study are : Jeffrey M. Ellenbogen, MD-- Sheryl Grace, PhD-- Wendy J Heiger-Bernays, James F. Manwell, PhD-- Dora Anne Mills, MD-- Kimberly A. Sullivan, PhD and Marc G. Weisskopf, ScD
The Panel merely reviewed literature and public media sources and met only three times. The expert “independent” panel members: Dr. James F. Manwell and Dora Anne Mills are extreme pro-wind advocates. Manwell oversaw the first utility scale wind turbine and the largest wind turbine constructed in Massachusetts. Manwell has won several awards from American Wind Association and U.S. Department of Energy. Mills has provided public testimony and “op-ed” newspaper pieces supporting wind turbines while a member of the Commission and before the findings were released

Former Governor Patrick had the wind turbine noise study done in 2012 because in part because of all the thousands of written noise complaints to local Boards of Health over wind turbines. Falmouth was the first and worst location in Massachusetts.
The so called expert wind turbine panel in 2012 only reviewed utility scaled wind turbines on the order of 103 decibels of noise.

The Town of Falmouth and state officials were aware in 2010 that the Falmouth wind turbines generate 110 decibels of noise twice as loud as a 103 decibel turbine. A 110 decibel wind turbine is described as chest pounding. A 103 decibel wind turbine is described as making the noise of a lawn mower
Massachusetts has twenty one cities and towns with poorly placed wind turbines the noise is described as torture from lack of sleep.
The only conclusion or opinion is that the Massachusetts wind turbine agenda of 2000 megawatts of wind turbine power by the year 2020 called for the eradication of a percentage of the population in each town as the populations in those towns were too high.
In 2012 the Massachusetts Department of Environmental Protection in collaboration with the Massachusetts Department of Public Health under the direction of former Governor Deval Patrick and the appointed panel members ignored the wind turbine specifications of the Falmouth Wind I wind turbine. The Massachusetts Technology Collaborative today the Massachusetts Clean Energy Center was the original owner of Falmouth Wind I and had all the specifications.
The Falmouth wind turbines are a major political embarrassment that has taken the health and property rights of up to 200 residential home owners
The Town of Falmouth has maintained a section of its town web site where they produce wind turbine documents to the public to be open and honest with the public.

The Town of Falmouth in the last seven years has never made the following wind turbine noise warning letter public :

Mr. Gerald Potamis
WasteWater Superintendent
Town of Falmouth Public Works
59 Town Hall Square Falmouth, MA 02540
RE: Falmouth WWTF Wind Energy Facility II "Wind II", Falmouth, MA
Contract No. #3297
Dear Mr. Potamis,
Due to the sound concerns regarding the first wind turbine installed at the wastewater treatment facility, the manufacturer of the turbines, Vestas, is keen for the Town of Falmouth to understand the possible noise and other risks associated with the installation of the second wind turbine. The Town has previously been provided with the Octave Band Data / Sound performance for the V82 turbine. This shows that the turbine normally operates at 103.2dB but the manufacturer has also stated that it may produce up to 110dB under certain circumstances. These measurements are based on IEC standards for sound measurement which is calculated at a height of 10m above of the base of the turbine.
