I decided to run for the Portsmouth Town Council because I believe this is an important time for Portsmouth. There are several significant local decisions which will be made over the next year, such as the Elmhurst School options and the update of our comprehensive community plan, as well as external issues such as the Sakonnet bridge tolls, which will impact Portsmouth’s future. I believe this is a time to pull our community together to define and then work toward our collective vision for Portsmouth. I strongly believe in fiscal accountability, providing a solid foundation for our economic stability. This will involve providing necessary and cost-effective services including keeping a strong school system with quality education for our youth, ensuring public safety and sustaining our infrastructure. It will also involve examining our revenue stream to minimize the impact on our residential tax rate to ensure Portsmouth remains an affordable place to live. There are no easy answers, but working together as a community we can find the best solutions for Portsmouth. Background: I have lived in Portsmouth since 1994 with my husband, Donald. I hold an undergraduate degree in mathematics from Salve Regina University and a master of business administration degree from the University of Rhode Island. I also attended the Defense Military Comptroller School and Leadership Rhode Island, a year long program that provides knowledge and access to RI resources to help leaders positively impact their communities. I have a proven record of decisive and effective leadership of diverse and highly successful organizations. After a 30 year career in government service at the Naval Undersea Warfare Center, I started Helm Partners, Inc., a woman owned and managed small business providing Financial Management, Technical Program Management, Systems Engineering, Acquisition/Business Strategies, and Information Technology services. My government service included managing product assurance engineering prior to transitioning to senior leadership positions including Director of Business Resources (Corporate Operations) and Chief Financial Officer. I have strong skills in Financial and Operational Management; Organization Effectiveness; Leadership and Team Building; and Change Management and Process Improvement. I have been awarded the Department of Navy Superior Civilian Service Award; University of Rhode Island Alumni Award for Business; Salve Regina University Alumni Achievement Award; Carnegie Mellon University Achievement in Managing Information Technology – Finalist; and the Association of Government Accountants Achievement of the Year Award
