A Portsmouth man was arrested twice in one day after allegedly sending harassing text messages to a woman.Â

Donald Mosher, 44, of Cottage Avenue, was arrested Thursday, March 22, at 5 a.m. in Newport. Mosher was charged with making, domestic, harassing phone calls after police received a report from a 46-year-old Portsmouth woman.Â
Mosher allegedly sent the woman a total of 47 text messages in an hour. The text messages contained profanity, police said.Â

He was arrested a second time Thursday at 8 p.m. on the charge of violating a no contact order. Mosher allegedly contacted the woman again by phone after receiving a court order.Â
He was arrested this time by Newport police and later turned over to the custody of Portsmouth police.Â
Portsmouth man arrested on bench warrant
Russell Browner, 42, of 23 Cathy Circle, was arrested Thursday at 8 a.m.Â
Browner was wanted on a bench warrant issued by Second District Court for failure to appear at an ability to pay hearing.Â
He was arrested at his home and transported to court.Â
