Police Log: Two DUIs, Jewelry Thief Arrested

The following arrests were reported by Portsmouth police. They do not indicate a conviction.

DUI
Police charged Kevin Robert Davis, 40, of 96 Dexter St., Portsmouth, with driving under the influence Tuesday at 10:20 p.m.

Police said they got a call from a person who reported seeing a man stumble towards his car that was parked in front of H&R Block in Portsmouth Plaza at 3001 East Main Road.

When police arrived, they saw Davis in his Volvo attempting to back out of his parking space.

Davis was the only car in the parking lot, police said, and as he backed up, he drove onto the curb. Police immediately activated emergency lights and he stopped, but when an officer got out of his cruiser and began walking towards the Volvo, Davis reportedly started pulling forward again.

Davis eventually stopped in front of Ace Hardware and then refused to get out of his car and resisted police.

In addition to the DUI charge, police charged Davis with resisting arrest and refusing a chemical test.

He was later released and is due to appear in court on March 12 for a pretrial conference.

LARCENY
Police charged Theresa Ann Toppa, 30, of 129 Pear St., Portsmouth, with larceny and felony breaking and entering for entering a nearby house and stealing jewelry on Feb. 10.

Police said the victims were away on vacation and Toppa was recorded by a security camera as she entered and left the master bedroom, which is where the items were stolen.

At first, the victims contacted Toppa’s father and said they’d agree not to press charges if she returned the items, which she allegedly admitted to have pawned in Providence.

When Toppa did not return the items for some time, the victims contacted police.

Toppa was arrested on Tuesday evening and later released on personal recognizance. She is due to appear in court on May 1 for an attorney general screening conference.

DUI
Police charged Megan Jo Quiros, 36, of 121 S. Greystone Terrace, Portsmouth, with driving under the influence and refusing a chemical test Feb. 21 at 2:36 a.m.

Police said Quiros was arrested after a friend called police to report damage to her Mercedes.

Police had responded to East Main Road near Town Hall about an hour earlier and found an air dam belonging to a Mercedes-Benz lodged into a snow bank.

The discovery came after a call from a person who reported an erratic operator had struck a snow bank, utility pole and two mailboxes before leaving the scene.

Police responded to the Mercedes owner’s address and found Quiros there as well. Apparently, both had been drinking at a bar in Tiverton. The Mercedes owner took a taxi home but Quiros reportedly drove the car home. She denied crashing the car, however, even though it reportedly was undamaged when the owner left it behind at the bar.

Quiros reportedly failed a field sobriety test and refused a chemical test. She was taken into custody without incident.

Quiros was due to appear in court on Thursday.
