Jones said the mother claimed this occurred before she arrived home with her other daughter, Chapman's sister, and learned of the incident with the two children. At that point, Jones said an argument started with Chapman and her sister where Chapman "became agitated" and pushed her sister.

Jones said police also learned that Chapman's mother is the legal guardian of both children and there was an active no contact order preventing Chapman from having contact with her mother.
