(postandcourier.com) — Garden City residents are mourning Howard Barnard, the longtime public servant who represented their community on the Horry County school board and previously on county council, following his death May 8 after a battle with cancer. The retired Air Force colonel and Vietnam and Desert Storm veteran stepped down from the District 5 seat less than two months ago to spend more time with family.
