Advocates in red shirts are using the Goose Creek case to push for tougher statewide animal protection laws, including stronger penalties, ownership bans for repeat offenders, and a public registry of those convicted.

Police say the house had no utilities, was infested with roaches, and contained drug paraphernalia, prompting EMS to take the children to a hospital and into emergency protective custody.
