(postandcourier.com) — Surfside Beach is mourning longtime public servant Howard Barnard, who died May 8 at his home after a years-long cancer battle. The 81-year-old represented District 5 on the Horry County school board, including nearby South Strand communities, and previously served on Horry County Council and as a decorated Air Force fighter pilot.
