Commissioners are weighing tools like tax incentives, down-payment assistance, and possibly a housing authority, while working with a tight $1,250 budget and preparing questions for the fall citywide survey.
   

2. Moscow asked to make busy school route safer (lmtribune.com) — City staff and the Moscow Transportation Commission are weighing safety changes on Hayes Street, a busy route to Lena Whitmore Elementary, after parents requested slower speeds and better crossings. Traffic studies show crashes and heavy use, but speeds mostly under 30 mph, so officials are comparing options against federal standards before deciding on beacons, stop signs, or speed limit changes.
   

3. Dorothy Clark, 96 (cdapress.com) — Longtime Moscow resident Dorothy “Dorth” Clark, a devoted Vandal fan and St. Mary’s parishioner, has died at 96 after a life rooted in Wallace and later deeply woven into Moscow community life. Friends and neighbors can honor her at a graveside service Tuesday, July 14, at 11 a.m. at Moscow Cemetery, followed by a reception at the University Inn, with memorial gifts suggested to the University of Idaho or Wallace pool.
