NTSB details fatal Milligan University cycling crash (wjhl.com) — Johnson City readers now have more detail on the August crash that sent Milligan University cyclists to Johnson City Medical Center, where all have since been discharged. Now, shelter staff say unairconditioned kennels and hard-to-sanitize flooring may force them to divert tens of thousands of dollars from planned spay-neuter services to fix building issues.
