TBI Sends Jocques Clemmons Shooting Investigation To DA
The TBI has completed its investigation into the fatal shooting of Jocques Clemmons by a Metro police officer.

NASHVILLE, TN — The Tennessee Bureau of Investigation has completed its inquiry into the shooting death of Jocques Clemmons by Metro Nashville Police Officer Joshua Lippert, it announced Wednesday. It has forwarded the results of that investigation to District Attorney-General Glenn Funk, who will review the TBI investigation and the results of a separate, parallel MNPD investigation completed March 27.
Though TBI files are not generally made public, Funk vowed he would post the results of the investigation on the DA's web site once his review is complete.
"General Funk and his leadership team will now begin reviewing the report in order to determine next steps," Funk's spokeswoman, Dorinda Carter, told The Tennessean. Follow-up questions for the TBI could delay the public release further, she told the newspaper.

Clemmons, 31, was shot twice in the back and once in the hip by Lippert. From the beginning, MNPD has claimed that Clemmons had a gun during the altercation with Lippert, which started when Clemmons was pulled over for running a stop sign at James Cayce Homes February 10. Lippert is on administrative duty and has been disciplined in the past for excessive use of force.

Last week, after what had been an at times contentious period of dual investigations, the DA, MNPD and the TBI, in a deal brokered by Metro Mayor Megan Barry, agreed to a new set of procedures for investigating officer-involved shootings, which would allow MNPD to conduct its own investigation unless it interferes with the TBI's fact-finding efforts.
