Grand Jury No-Bills Galveston Police Officer In Fatal Shooting
Galveston Police Officer Evan Fraley shot and killed Toni Jo Collins during a struggle in March 2017.

GALVESTON, TX — A Galveston County grand jury has declined to press criminal charges against a Galveston police officer who shot a 36-year old woman to death in March.
The shooting happened on March 9, in an alley on 11th Street, when Galveston Police Officer Evan Fraley was leaving a nearby home with his wife, and saw a disturbance between Toni Jo Collins and a man.
Fraley, who was off-duty, saw that Collins was armed and identified himself as a police officer, and ordered her to drop the gun, the Houston Chronicle reported.

Fraley was able to get the rifle from Collins, and according to witnesses, Collins came at Fraley wielding a piece of wood, and was shot once.
Collins was taken by EMS to University of Texas Medical Branch, where she died.

Fraley was placed on administrative leave during the investigation, which determined Collins was under the influence of on numerous substances including methamphetamine, marijuana, alcohol and cocaine, according to the medical examiner’s report.
