Explore our map (statesman.com) — Hempstead ISD is just one failing rating away from a possible state takeover because Hempstead Elementary has received four straight years of unacceptable scores. To avoid losing local control, district leaders plan to partner with Third Future Schools starting in 2026–27, joining other Texas districts using outside operators and turnaround plans to sidestep the state’s strict intervention rules.
