Police Arrest Teen At Pflugerville HEB, Find He Possessed 'License To Kill'

Frank Eriq Rodriguez, 18, is said to have threatened a deputy, search of his belongings yields a 10-rule 'code of ethics' related to killing

PFLUGERVILLE, TX -- A teenager arrested for public intoxication threatened to kill a deputy and had a "license to kill" in his possession, police said.

CBS Austin reports that the Frank Eriq Rodriguez, 18, was arrested at an HEB in Pflugerville. The incident occurred on Aug. 27 at around 1 p.m. at the HEB located at 201 FM 685.

Court documents said Rodriguez smelled strongly of alcohol and had slurred speech, the station reported. Witnesses said he had been screaming at cars in the parking lot, the report noted.

So drunk that he couldn't answer officers' questions, Rodriguez was taken into custody, according to the report. But police said he resisted arrest and began to spit at officers, prompting them to place a spit mask on him.

At the Travis County Jail, Rodriguez threatened one of the deputies with death, CBS Austin reported. A search of his belongings yielded a "license to kill," with what was described as a code of ethics on the back of the card.

The teen was charged with obstruction or retaliation, which is a third-degree felony.
