City Council in League City Ousts City Manager

Rohr's ouster ends public feud with mayor, city council.

LEAGUE CITY, TX -- City Manager Mark Rohr, is now the former city manager of League City, after the city council voted to terminate his contract.

In a meeting that spanned nearly six hours, the council voted 5-3 to part ways with Rohr, who'd served as city manager since March 2014.

The vote for Rohr’s removal came on the heels of a failed measure to also fire the city attorney and peaked after months-long and very public feud between Rohr and League City Mayor Pat Hallisey.

Rohr was accused by Hallisey of failing to communicate with the mayor and city council, while Rohr accused Hallisey of violating the city charter and city council’s governance policy by publicly discussing details of a prospective development.

However, the friction began earlier this year when Hallisey defeated the candidate supported by Rohr in the March 2016 election.

"As I have said from the start, this was and has been about retaliation," Rohr said in a statement released by the city. "My concern was to uphold the charter and to see that council's own rules are observed to ensure the smooth operation of the city government. It was the right thing to do then and it still is the right thing to do."

Rohr has 31 years of experience in local government, and has served previousloy as a city manager in Joplin, Missouri; Piqua, Ohio; Punta Gorda, Florida; Washington Court House, Ohio; and Newton Falls, Ohio.
